Public Works Secretary Vince Dizon has removed Engr. Loreto Balena Jr. from his post as maintenance chief of the Las Piñas–Muntinlupa District Engineering Office, citing poor performance and sluggish responses during disaster situations.
The directive was issued through a official memorandum dated August 29, ordering Balena’s immediate discharge.
“In view of repeated reports concerning your unsatisfactory performance, lack of urgency, and delayed response to calamities, you are hereby relieved of your duties as Maintenance Chief of the Las Piñas–Muntinlupa District Engineering Office, effective immediately,” the memorandum stated.
To avoid disruption in government operations, Dizon instructed the ousted official to finalize all ongoing paperwork and hand over all official property and files under his care.
“To ensure the uninterrupted delivery of public service, you are directed to conduct an inventory, accomplish, complete, and sign all pending documents and deliverables, and formally turn over all official records, papers, and properties in your custody to the appropriate office,” the directive added.
The order revokes all previous conflicting issuances and mandates strict compliance. A copy of the directive was also provided to Engr. Ryan Dela Cruz, officer-in-charge of the district engineering office.
