Senate President Win Gatchalian stated Wednesday that the Philippines’ improved performance in the 2025 Programme for International Student Assessment (PISA) should directly shape the discussions surrounding the proposed 2027 national budget.
In a statement, Gatchalian underscored the necessity of directing public funds toward foundational skills, early childhood development, teacher education, and learning recovery interventions.
“Sa pagtalakay natin sa 2027 national budget, patuloy nating bibigyang-prayoridad ang mga repormang magpapatatag sa pundasyon ng ating mga mag-aaral, mula early childhood development hanggang teacher education, upang mas marami pa tayong makitang learning gains sa mga susunod na PISA results,” Gatchalian said in a statement.
Data from the Department of Education (DepEd) showed score increases across all three primary testing areas: Reading improved by 20 points to 367, Science rose by 17 points to 373, and Mathematics gained 16 points to reach 371.
Gatchalian remarked that these gains demonstrate the positive impact of existing educational reforms and recovery initiatives.
“Let us take pride in this achievement. It is truly encouraging to see that our collective efforts are bearing fruit, as reflected in the latest PISA results,” he said.
However, the Senate leader cautioned against complacency, emphasizing that continued effort is necessary to make these improvements sustainable.
“But the job is not yet done. We must sustain the momentum to ensure that these gains translate into lasting improvements in learning outcomes,” Gatchalian said.
He further called for sustained financial backing for key educational interventions, particularly highlighting the Academic Recovery and Accessible Learning (ARAL) Program.
