House prosecutors are raising red flags over acknowledgment receipts tied to roughly 300 confidential fund disbursements under Vice President Sara Duterte, noting that records show funds were supposedly handed out across hundreds of nationwide locations in a single day.
Lanao del Sur 1st District Representative Zia Alonto Adiong, speaking for the prosecution panel on Sunday, September 13, highlighted severe logistical improbabilities surrounding the timing, locations, and identities recorded on the documents.
“Dito ho, nakita na hindi lang po yung mga ARs ang walang mga matches doon sa kanilang entries sa PSA—questionable ‘yung mga edad,” Adiong said.
“Questionable ‘yung mga panahong nakatanggap sila dahil may acknowledgment receipts na tumanggap ng dalawang beses sa isang araw at nagkaroon lang po ng disbursement sa ilang lugar, mahigit-kumulang 300 areas all over the country na distributed in one day,” he added.
These anomalies echo earlier doubts expressed by senator-judges regarding the physical feasibility of distributing discretionary funds across vast geographic distances simultaneously.
Adiong asserted that paper trails such as receipts and liquidation certifications are insufficient proof of legitimate spending unless verified against actual, authentic transactions.
“Hindi po sapat ang acknowledgment receipts lamang o certification o liquidation reports dahil kailangan mapatunayan na ang mga ito ay tumutukoy sa totoong transaksyon at totoong paggastos,” Adiong said.
The allegations form a core component of Article I of the impeachment complaint against Duterte, which accuses her of systematically mismanaging ₱500 million in Office of the Vice President funds and ₱112.5 million allocated to the Department of Education.
Earlier trial testimony revealed that the Philippine Statistics Authority could not verify multiple listed recipients within its national database, while other matched names belonged to minors or deceased individuals.
