DAVAO CITY, Philippines — Davao City Mayor Sebastian “Baste” Duterte on Monday, September 21, corrected reports regarding the local government’s dealings with GENCORP Industries Inc., stating that the total value of transactions reached ₱33.26 million rather than the previously reported ₱14.32 million.
The clarification coincides with the ongoing impeachment proceedings against his sister, Vice President Sara Duterte, where prosecution lawyers presented Securities and Exchange Commission (SEC) filings regarding her declared financial stakes in the firm.
In an official statement, Mayor Duterte outlined that the city has entered into 19 contracts with GENCORP since 2022. Among these, 13 projects have been completed, while six are currently ongoing.
He noted that four projects were awarded following competitive public bidding, whereas 15 were processed via small-value procurement.
The mayor asserted that every transaction adhered strictly to state procurement regulations, was registered on the Philippine Government Electronic Procurement System (PhilGEPS), and that GENCORP consistently offered the lowest responsive bid.
“In compliance with government procurement laws and administrative issuances, all 19 transactions have been duly processed, reported, and published,” Duterte said.
Duterte emphasized that the city’s transactions were legitimate and urged critics to rely on verified evidence rather than politically driven claims.
He added that local officials were unaware of any personal interest held by the Vice President in GENCORP, pointing out that her name does not appear in any compliance records submitted by the company to the city.
Concluding his statement, the mayor advised the public to carefully evaluate information that may be colored by political motives, maintaining that his administration remains dedicated to transparency and accountability in local governance.
