MANILA, Philippines — The Department of Information and Communications Technology (DICT) has ended its temporary restriction on the messaging application Discord after reaching an agreement with company officials to bolster online protections for children.
DICT Secretary Henry Aguda confirmed the decision during the House of Representatives plenary debates regarding the proposed ₱7.2-trillion 2027 national budget, noting that platform executives engaged in discussions with the agency and the Cybercrime Investigation and Coordination Center (CICC).
Undersecretary Renato “Aboy” Paraíso, Executive Director of the CICC, stated that Discord committed to establishing an official local presence in the country. Furthermore, the platform agreed to implement a fast-tracked “green-lane” system designed to expedite governmental requests for taking down dangerous content and identifying potential threat actors.
Paraíso offered an apology to legitimate users affected by the temporary block. The government’s initial restriction had triggered substantial public pushback on social media, particularly among online gaming communities.
Aguda previously pointed out that Discord’s secured, end-to-end encryption features make real-time parental monitoring difficult.
Company representatives reportedly acknowledged areas in their platform requiring stronger oversight, specifically regarding groups associated with nihilistic violent extremism (NVE).
The DICT clarified that its regulatory focus encompasses multiple services, though Discord and Reddit were prioritized following recent investigations into school shootings that involved minor users.
