MANILA, Philippines — The Philippine National Police (PNP) has deployed personnel to participate in a multi-agency earthquake simulation aimed at strengthening disaster response mechanisms ahead of a potential high-magnitude earthquake in Metro Manila, known as the “Big One.”
Led by PNP Chief PGen. Jose Melencio Nartatez, Jr., the police force joined the Philippine Coast Guard (PCG) and the Armed Forces of the Philippines (AFP) for Inter-Agency Exercise (IAX) Sanlakas 02-2026, which commenced Wednesday, September 30.
The exercise tests emergency deployment, search and rescue operations, command coordination, and security protocols.
“Preparedness is measured not when disaster strikes but by how ready we are before it happens. Through this exercise, we are testing our systems, strengthening inter-agency coordination, and ensuring that when the ‘Big One’ comes, every PNP unit knows its role, responds without delay, and puts the protection of lives and communities first,” Nartatez said.
The three-day drill, launched at Pier 15 in Manila’s Port Area under PCG Deputy Commandant for Operations Vice Admiral Edgar Ybañez, simulates a major movement along the West Valley Fault. Experts warn that a rupture along this fault line poses severe risks to densely populated urban areas, vital infrastructure, and transport networks.
Running through October 2, the joint operation will conclude with field training led by PCG Commandant Admiral Ronnie Gil Gavan.
Nartatez emphasized that testing police systems under simulated crisis conditions helps reveal critical operational gaps before a real disaster strikes.
“An earthquake will expose every weakness in our systems so we must find and address those gaps before a real disaster does. This exercise allows us to confront our vulnerabilities, sharpen our response, and ensure that every police unit can act with speed, discipline, and coordination when lives are at stake,” he noted.
The PNP chief reassured the public that law enforcement will maintain both public safety and crime prevention duties during severe emergencies.
“The PNP will remain ready to perform its mandate. We will save lives, secure affected communities, prevent criminality, and work closely with other government agencies to ensure that public safety and order are maintained,” Nartatez added.
