MANILA, Philippines — The City Government of Manila officially rolled out its upgraded No Contact Apprehension Program (NCAP 2.0) on Monday, October 5, with Mayor Isko Moreno Domagoso warning motorists that digital surveillance leaves no room for backroom negotiations.
Speaking during the weekly flag-raising ceremony at Manila City Hall, Domagoso highlighted that the technology-driven initiative aims to eliminate opportunities for drivers to bargain or offer bribes to traffic enforcers following a road infraction.
“Ang mga abusado sa kalsada, wala nang excuse because today, inuumpisahan na pong i-implement ang non-contact apprehension,” Domagoso said.
“Talagang walang disiplina ang ilan nating mga kababayan sa pagmamaneho. You cannot argue with technology. We may argue with our enforcers, but with technology, huli. Sa huli, walang lusot,” he added.
Under the revamped system, state-of-the-art high-definition cameras capture traffic infractions across major thoroughfares. Designated NCAP evaluators will manually review and verify all captured footage before issuing an official Notice of Violation. Confirmed offenses will carry fines established under the Metro Manila Traffic Code of 2023.
Drivers who wish to dispute a citation can file an appeal through the official NCAP online portal. Confirmed fines may be settled either digitally or directly at the corresponding local government unit.
Domagoso stressed that public officials and government staff are not exempt from the traffic monitoring system and must settle any citations promptly to avoid compounding late fees.
“Kaya pinapaalalahanan ko na kayo, lalo na tayong mga nasa gobyerno, na sa Maynila ngayon ay ipinatutupad ang non-contact apprehension,” he noted.
“Huwag na huwag ninyong tatalikuran ang notice na darating sa inyong bahay dahil hindi niyo na ho matatakbuhan iyan at iyan ay mag-a-accumulate lang ng penalty,” he cautioned.
The Manila chief executive emphasized that the automated system ensures impartial enforcement across all socio-economic classes while stopping illegal settlements on the road.
“Pero ang maganda rito, protektado ang mahihirap, protektado ang middle class, at protektado ang mayaman sapagkat dito sa non-contact, lahat pantay-pantay,” he stated.
“Wala na kayong mapapakiusapan or maaareglong enforcer,” he added.
”Kaya tayong mga nasa pamahalaan ay maging ehemplo nawa ng pagsunod sa mga batas trapiko,” Domagoso urged.
