CSC ALLOWS FAILING GOV’T EXAMINEES TO GAIN CIVIL SERVICE ELIGIBILITY THROUGH WORK EXPERIENCE

QUEZON CITY — Government personnel who narrowly missed passing the recent Career Service Examination-Pen and Paper Test (CSE-PPT) still have a pathway to eligibility by leveraging their years of public service, according to the Civil Service Commission (CSC).

Under the Career Service Eligibility-Preference Rating (CSE-PR) policy, qualified government workers who scored at least 70% on the exam can receive up to 10 preference points. This boost is calculated based on their length of public service and performance evaluations, which can elevate their overall score to meet the 80% passing threshold.

The commission outlined strict application windows for recent test-takers. Individuals who sat for the March 8 exam must submit their applications by November 18, following the release of results on May 18. Meanwhile, those who took the August 9 test have until April 5, 2027, to file, following their October 5 release date. All applicants are required to file within six months of their exam outcome.

To qualify for the preference points, candidates must possess a minimum of five years of government service in eligible positions and maintain satisfactory performance ratings. The policy encompasses a wide array of public sector workers, including job order, contract of service, casual, contractual, and coterminous employees, alongside first-level career service eligibles.

Uniformed personnel from various branches—such as the Armed Forces of the Philippines, Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, Bureau of Corrections, Philippine Coast Guard, and the National Mapping and Resource Information Authority’s Hydrography Branch—are likewise included. Temporary appointees and Government Internship Program beneficiaries qualify as well, with the preference rating applying to them starting from the August 9 test onward.

Promulgated under CSC Resolution No. 2600729 on May 26 and taking effect on October 2, the initiative aims to recognize the practical experience of long-serving public personnel.

Interested applicants are encouraged to check the official CSC website for complete omnibus guidelines and documentary requirements before submission.
