MANILA — Senate President Win Gatchalian has pressed state instrumentalities to launch an in-depth investigation into the recent bullying incident directed at Josh Aquino, the eldest son of television host and actress Kris Aquino, following derogatory remarks made on a program.
Gatchalian specifically directed the National Council on Disability Affairs (NCDA)—an agency attached to the Department of Social Welfare and Development (DSWD)—to examine potential legal violations committed by the hosts of the now-defunct “Machong Chismisan” podcast after they hurled offensive statements against a person with disability (PWD).
“I strongly denounce the mockery of Josh Aquino, a person with disability, in a recent podcast episode,” Gatchalian said.
“I urge the NCDA to coordinate with the appropriate government agencies to probe this incident, determine whether any provisions of the Magna Carta for Persons with Disability (Republic Act 7277, as amended by RA 9442) were violated, and pursue appropriate action to hold to account parties responsible for the incident,” he added.
The Senate leader’s directive aligns with earlier criticisms from lawmakers, including Senate Deputy Majority Leader Joel Villanueva, Senator Risa Hontiveros and former Senate Minority Leader Koko Pimentel. These officials strongly condemned the content creators behind the controversial episode, which drew widespread backlash from civil society organizations and internet users alike.
The legislators emphasized the necessity of strictly enforcing legal frameworks that shield PWDs from public ridicule, discrimination, and vilification, particularly Republic Act 9442.
Echoing his colleagues, Gatchalian stressed that abusive behavior targeting vulnerable members of society warrants no leniency.
“We must not tolerate any form of mockery, oppression, or abuse against our fellow citizens, whether or not they have a disability,” he stated.
“Everyone has the right to live with dignity and free from discrimination,” the Senate chief concluded.
