BAGUIO CITY, Philippines — The city government of Baguio is holding back payments to the contractor responsible for the recent rehabilitation of Burnham Lake following unsatisfactory repair work.
In a social media statement released on Saturday, the Baguio City Public Information Office cited Mayor Benjamin Magalong expressing deep dissatisfaction with the project’s execution.
Magalong emphasized that the local government will not release funds until the issues are completely and properly addressed.
“We are not accepting it until they fix it properly,” Magalong said.
“Ang importante rito, hindi binabayaran at hindi ninanakaw yung pera, ibinubulsa at may porsiyento. Hindi natin ginagawa iyan,” he added.
According to the mayor, the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) is likewise withholding its payments to the contractor.
Burnham Lake initially closed for rehabilitation in October 2025 and welcomed visitors back following its reopening in September 2026. However, complaints and dissatisfaction surfaced just a month later.
While neither the city’s public information office nor the mayor publicly named the contractor, official procurement documents indicate that a joint venture between Dungan Constructors & Trading Corporation and Moment Diagram Builders secured the notice of award for the ₱98.92-million Burnham Park rehabilitation project.
