Former Vice President and current Naga City Mayor Leni Robredo emerges as a potential frontrunner for the 2028 presidential race if Vice President Sara Duterte faces conviction by the Senate impeachment court and is subsequently barred from seeking the presidency, findings from a recent Momentum Research survey indicate.
Based on the “National Momentum Survey” conducted from October 16 to 19, Robredo captured 45.7% of the voting preference in a hypothetical one-on-one matchup against Davao City Mayor Sebastian “Baste” Duterte—the Vice President’s brother—who closely followed with 43.2%.
The poll gathered responses from 1,401 participants and carries a margin of error of ±2.6%.
A regional breakdown of the data highlights distinct geographical divides. Robredo leads significantly in the National Capital Region with 62.4% compared to Duterte’s 33.5%, and maintains an advantage in the rest of Luzon at 55.7% against Duterte’s 30.1%.
Robredo also secured an edge in the Visayas, historically considered a Duterte family stronghold, drawing 51.6% of the preference compared to Duterte’s 37%. Conversely, Duterte firmly commands Mindanao—the family’s primary political bailiwick—securing 79.8% of the voting preference against Robredo’s 11.7%.
