SOLON WANTS DEMOLITION OF ₱300M FLYOVER BLOCKING LRT-1 CAVITE EXTENSION

Las Piñas Representative Mark Anthony Santos has filed a resolution pressing the Department of Public Works and Highways (DPWH) to demolish a portion of the ₱300.39-million C-5 Quirino Highway Flyover that obstructs the right-of-way of the long-delayed LRT-1 Cavite Extension project.

In House Resolution No. 19, Santos urged the House transportation panel to investigate, stressing that it would be more rational to dismantle the “problematic segment instead of forcing the government to spend an additional ₱1 billion to redesign and realign the remaining (train) stations.”

Phase 2 of the extension—covering the Las Piñas and Zapote stations—“has been stalled for years and remains at a standstill to this day,” Santos said. He warned that construction by the Light Rail Manila Corporation (LRMC) may not even start until 2026, “further delaying the full operationalization of the extension that was originally envisioned to be completed more than a decade ago.”

“Every year of delay means commuters suffer, traffic worsens, and government funds bleed due to avoidable mistakes. This is not just inefficiency — it borders on gross negligence,” the lawmaker slammed.

Santos demanded that the transportation panel summon both DPWH and transportation officials to explain why the 680-meter C-5 Quirino Highway flyover—part of the C-5 Extension—was built “directly on the LRT alignment.”

He further said the committee must determine if the blunder stemmed from “gross incompetence, lack of inter-agency coordination, or possible conflict of interest involved.”

In a post by Patrick Pindea on the Philippine Train Enthusiasts and Railfans Club (PTERC), he shared a photo taken at the C5 Flyover showing an orange tarpaulin with the statement: “This is where LRT Line 1 South Will Pass. It is not true that the C5 Flyover will have to be demolished.”
