DPWH CONFIRMS GHOST FLOOD PROJECTS; ₱9-B CONTRACTOR EXPOSED

The Department of Public Works and Highways (DPWH) has admitted the likely existence of ghost flood control projects, particularly in Bulacan.

On the opening day of the Senate probe into the country’s flood management system, Senate President Pro Tempore Jinggoy Estrada pressed DPWH Secretary Manuel Bonoan: “Are there ghost flood projects?”

Bonoan replied bluntly: “In all honesty, Your Honor, I think so.”

The DPWH chief said he has also received reports from within the agency confirming the existence of ghost projects.

Estrada cited alleged bogus projects in Calumpit, Malolos, and Hagonoy, Bulacan—which Bonoan likewise acknowledged.

One implicated contractor is Wawao Builders, among the 15 firms that cornered a huge portion of flood management contracts. Its manager skipped the Senate hearing and was subpoenaed along with other no-show contractors.

Bonoan revealed that Wawao bagged ₱5.971 billion worth of flood control contracts in Bulacan alone. Senator Rodante Marcoleta added that nationwide, the firm was awarded ₱9 billion worth of projects.

In response, Bonoan said he has already “relieved” the entire regional district office in Bulacan and ordered a full validation of projects under several DPWH district offices.

“They will be coming up with their financial and physical report in one week time, Your Honor,” Bonoan said, adding that charges will be filed when necessary.

But Estrada hit back, saying the accountability is late: “These contractors were already paid.”

The controversy comes after President Ferdinand Marcos Jr. revealed preliminary findings on the country’s flawed flood control system. Despite spending ₱545 billion on flood projects since 2022, at least ₱100 billion was cornered by only 15 contractors.
