The Philippine Contractors Accreditation Board (PCAB) has revoked the licenses of nine construction companies owned or controlled by Cezarah “Sarah” Discaya, who secured more than ₱30 billion worth of government flood control contracts over the past three years.
PCAB’s Board Resolution No. 075, approved on September 1 and made public on September 3, stripped the following firms of their licenses:
- St. Gerrard Construction General Contractor and Development Corporation
- Alpha and Omega General Contractor and Development Corporation
- St. Timothy Construction Corporation
- Amethyst Horizon Builders and General Contractor and Development Corporation
- St. Matthew General Contractor and Development Corporation
- Great Pacific Builders and General Contractor Inc.
- YPR General Contractor and Construction Supply Inc.
- Way Maker OPC
- Elite General Contractor and Development Corporation
The resolution cited Discaya’s sworn testimony before the Senate Blue Ribbon Committee on September 1, where she admitted owning and controlling these firms that all participated in bidding for public projects.
It said this admission “raised the presence of collusion, employing schemes which stifle or suppress the outcome of the procurement activity in violation of licensing and procurement laws.”
The PCAB further ruled that such ownership “establishes a scheme of joint or multiple bidding participation designed to influence the outcome of public bidding, manipulate results and corner public projects thereby undermining transparency, fairness, and competition in violation of procurement laws and licensing requirements.”
Meanwhile, the lawyer of Sarah and her husband, Curlee Discaya, assured that the couple remains in the country and “will not run away” despite the impending issuance of an immigration lookout bulletin against individuals linked to allegedly anomalous infrastructure projects.
