21 INDIVIDUALS FACING DOJ PROBE OVER ALLEGED FLOOD CONTROL PROJECT ANOMALIES

After several former officials of the Department of Public Works and Highways (DPWH) submitted their affidavits to the Department of Justice (DOJ), the National Bureau of Investigation (NBI) has recommended that 21 individuals be investigated by the National Prosecution Service (NPS) in connection with anomalous flood control projects.

Those set to face investigation include:

  • Senator Jinggoy Estrada
  • Senate Deputy Minority Leader Joel Villanueva
  • Senator Chiz Escudero
  • Alias “Mina”
  • Alias “Beng Ramos”
  • Alias “Andrei Balatbat”
  • Former Caloocan Rep. Mitch Cajayon-Uy
  • Former Senator Ramon “Bong” Revilla Jr.
  • Former DPWH Bulacan 1st District Engineer Henry Alcantara
  • Former DPWH Bulacan 1st District Assistant Engineer Brice Hernandez
  • Former DPWH Usec. Roberto Bernardo
  • Former DPWH Engineer Jaypee Mendoza
  • Former DPWH Engineer Arjay Domasig
  • Maynard Ngu
  • Carleen Villa
  • John Carlo Rivera
  • Juanito Mendoza, CPA
  • Sally Nicolas Santos
  • Jesse Mahusay
  • Linda “Victoria” Macanas

They will undergo case build-up and possible prosecution for graft, indirect bribery, and malversation of public funds.

Justice Secretary Boying Remulla said the investigation will be based on the submitted affidavits and other gathered information. The individuals earlier denied allegations linking them to questionable projects.

“Yun nga sinasabi ni Sen. Estrada, he’s vulnerable it’s true. Kasi nga he has a prior record so it’s part of the memory of the people kaya wala na tayong magagawa,” Remulla noted.

When asked why names such as former House Speaker and Leyte 1st District Rep. Martin Romualdez, former senator and now Makati City Mayor Nancy Binay, and couple Sarah and Curlee Discaya were not included, Remulla clarified that this was only the “first batch” of cases.

“We’re working on it, marami pa yan, marami pa kaming kailangan kasuhan, hindi lang talaga kaya(ng) sabay-sabay,” Remulla said.
