Nearly all Filipinos continue to believe that corruption is widespread in government, with most saying it has worsened over the past year, according to the latest Pulse Asia Ulat ng Bayan Survey conducted in September 2025.
The survey found that 97% of respondents believe corruption remains rampant in the government, while only 3% disagreed. About 85% said the situation has worsened in the past 12 months, 12% believe it has remained the same, and 3% think it improved.
Pulse Asia noted that this sentiment is consistent across all regions and socioeconomic classes, describing corruption as a “serious and persistent problem.”
The study also revealed that 59% of Filipinos view corruption as a “normal part of politics,” while 30% disagree and 11% are uncertain.
When asked about acts considered as corruption, respondents identified bribery (75%), misuse of public funds (67%), and kickbacks (64%) as the most common forms. Other cited practices include insider trading (49%), tax evasion (41%), nepotism (38%), and failure to disclose conflicts of interest (27%).
