ACT TEACHERS SEEKS ICI PROBE INTO ₱4.4-B DAVAO FLOOD PROJECTS

The Alliance of Concerned Teachers (ACT Teachers) Party-list has formally requested the Independent Commission for Infrastructure (ICI) to investigate alleged anomalies in ₱4.4 billion worth of flood control projects in Davao City.

ACT Teachers Representative Antonio Tinio said the projects, implemented between 2019 and 2022, involve at least 80 contracts along the Davao River and Matina River—both within the 1st District represented at the time by Congressman Paolo Duterte.

“I am requesting the ICI to formally investigate yung ₱4.4 billion worth of flood control contract sa Davao City na tingin natin may mga red flag o may mga posibleng anomalya, that’s 2019 to 2022 involving at least 80 contracts,” Tinio said.

He cited multiple irregularities: “Iba-ibang tipo ng mga anomalya nakita natin… may double funding, merong mga iba yung location, mas maigsi yung project kesa dun sa inaprubahan sa budget – possible overpricing ’to. Tapos may mga nakita rin tayo na mga incomplete pa rin kahit 2020 or 2022 pa inaward… Sa tingin natin dapat i-check ‘to ng ICI.”

Tinio added that many of the projects appear to be congressional insertions.

“Dun sa 80, mahigit kumulang sa kalahati ay insertions… Kailangan kasama sa imbestigasyon yung role ng kongresista sa distritong yun, you know that time that was Rep. Pulong Duterte,” he said.

He also pointed to contractors such as Genesis 88, which he described as Davao’s biggest contractor and linked it to a former Duterte adviser and a major campaign donor of Vice President Sara Duterte in 2022.

Rep. Paolo Duterte is expected to appear before the ICI this week after being invited as one of its resource persons.
