Negros Occidental 3rd District Representative Javi Benitez filed House Bill No. 6761, proposing a digital budget portal called the Government Hub for Information and Verified Expenditures (G-HIVE) to allow the public to monitor government spending.
“Through G-HIVE, we are strengthening the transparency infrastructure of our government, upholding the people’s constitutional right to information, and ensuring that every peso of public funds is accounted for,” Benitez said.
The measure aims to address long-standing gaps in accessibility and traceability of fiscal information, which have hindered oversight and eroded public trust.
If enacted, all national budget documents—including planning, legislation, execution, procurement, and audit records—would be consolidated into a single, secure, publicly accessible digital platform.
Benitez’s bill complements the Senate’s Citizen Access and Disclosure of Expenditures for National Accountability Act, filed by Senator Bam Aquino, signaling a coordinated effort to strengthen transparency in public finance.
