BI CONFIRMS RETURN OF EX-DPWH CHIEF BONOAN

The Bureau of Immigration (BI) confirmed that former Public Works Secretary Manuel Bonoan returned to the Philippines on Sunday morning, January 18.

According to the BI, Bonoan arrived at the Ninoy Aquino International Airport aboard China Airlines flight CI0701 from Taipei. His arrival was flagged as he is currently covered by an Immigration Lookout Bulletin Order (ILBO) issued at the request of the Department of Justice (DOJ).

The ILBO was placed to monitor Bonoan’s movements in connection with an ongoing DOJ probe into alleged irregularities involving flood control projects and suspected “ghost” infrastructure projects.

Immigration records show that Bonoan left the country last year to accompany his wife to the United States for a medical procedure. He returned alone and was not accompanied by any travel companion.

The BI clarified that an ILBO does not restrict a person’s right to travel but ensures authorities are immediately notified of any arrival or departure involving individuals of interest.

Immigration Commissioner Joel Anthony Viado said the agency promptly informed the Justice Secretary of Bonoan’s return, in line with standard operating procedures.
