BONOAN TO RETURN FEB. 15 AMID FLOOD CONTROL SCANDAL

Former Public Works Secretary Manuel Bonoan remains in the United States but has committed to return to the Philippines on February 15 to answer allegations tied to the anomalous flood control projects, Philippine Ambassador to the US Jose Manuel Romualdez confirmed Friday.

Romualdez said Bonoan was currently in California and stressed that he was not evading authorities.

“We know where he is. He’s not hiding. He’s in California now and he asked for permission if he can stay for another month because his wife has eye problems,” the envoy said in a radio interview.

According to Romualdez, Bonoan requested an extension to remain in the US until mid-February, which was granted by the Department of Justice (DOJ).

“He’s asking for until after February. He’ll be back there on the 15th,” he added.

The ambassador, who said he spoke with Bonoan by phone, noted that he offered assistance during the former secretary’s stay abroad.

“We are prepared to help him if he needs assistance. Then he told me he’s not hiding and will definitely return to the Philippines. He told me he was given an extension. That’s my understanding,” Romualdez said.

Records from the Bureau of Immigration show Bonoan departed for the US via Taiwan on November 11, 2025, initially declaring a return date of December 17, 2025. His absence coincided with preparations for a January 19 Senate Blue Ribbon Committee hearing, where he was summoned to testify on the alleged corruption scheme.

The Senate’s antigraft panel has cautioned that a warrant of arrest could be issued if Bonoan fails to appear at the proceedings.
