CA FREEZES BILLIONS LINKED TO YAP BROTHERS OVER FLOOD CONTROL ANOMALIES

The Court of Appeals has ordered the freezing of billions in assets linked to Benguet Representative Eric Yap, ACT-CIS Representative Edvic Yap, and companies implicated in irregular flood control projects, President Ferdinand “Bongbong” Marcos Jr. announced on December 9.

The freeze order covers bank accounts, properties, and aircraft connected to Silverwolves Construction Corporation and Sky Yard Aviation Corporation, along with the lawmakers’ personal accounts.

Marcos said over ₱16 billion passed through Silverwolves’ transactions from 2022 to 2025, much of it tied to DPWH flood control projects in La Union and nearby areas.

Authorities froze 280 bank accounts, 22 insurance policies, three securities accounts, and eight air assets, including airplanes and a helicopter linked to Sky Yard Aviation.

The order follows Ombudsman Boying Remulla’s identification of Eric Yap as a “person of interest” in October, after DPWH Secretary Vince Dizon filed complaints over questionable La Union flood control projects awarded to Silverwolves. Marcos said the sweeping freeze is essential to safeguard public funds while investigations proceed.

“Kailangan natin ng mga freeze order na ito para hindi maibenta ang mga ari-arian at para maibalik natin sa ating mga kababayan ang bawat pisong pinaghihinalaang ninakaw,” he said.

DPWH earlier filed malversation and falsification cases against several officials, Silverwolves, and St. Timothy Construction Corporation. Yap has denied receiving kickbacks or directing money deliveries related to the allegedly anomalous projects.

His brother, Edvic, was also tagged after AMLC flagged past transfers from contractors Pacifico “Curlee” and Cezarah “Sarah” Discaya to his accounts.

Marcos said eight DPWH personnel in Davao Occidental have expressed willingness to surrender to the NBI, and an arrest warrant for Discaya is expected soon. He vowed the government will continue recovering public funds and holding offenders accountable:

“Magpapatuloy ang imbestigasyon. Magpapatuloy ang pagpapanagot at titiyakin ng pamahalaan na ang pera ng bayan ay maibabalik sa taong-bayan,” he said.
