The Commission on Higher Education (CHED) has authorized colleges and universities nationwide to shift to online classes as the country grapples with a worsening energy and transportation crisis linked to tensions in the Middle East.
CHED Chairperson Shirley Agrupis announced that the agency will adopt policies and guidelines first introduced during the COVID-19 pandemic to help institutions navigate the current situation.
Under the framework, higher education institutions (HEIs) may implement a blended learning setup consisting of 50 percent online and 50 percent face-to-face classes. State universities and colleges are also permitted to adopt a 25 percent online and 75 percent in-person arrangement.
CHED Memorandum Order No. 12, series of 2025, further outlines a process for institutions to seek recognition for full distance learning, enabling them to conduct 100 percent of classes online if necessary.
Agrupis emphasized that the flexible approach is designed to help schools respond quickly to disruptions while ensuring that students’ education continues without interruption.
