COALITION FILES COMPLAINT VS. RECTO, LEDESMA OVER PHILHEALTH FUNDS

The Save the Philippines Coalition filed a complaint on Monday, December 22, against former Department of Finance Secretary and current Executive Secretary Ralph Recto and former PhilHealth President and CEO Emmanuel Ledesma over the transfer of PhilHealth’s excess funds to the national treasury.

The complaint, lodged with the Office of the Ombudsman, cites plunder, graft, technical malversation, and grave misconduct.

PhilHealth was ordered to return ₱89.9 billion in excess funds to the treasury. Last year, it remitted ₱60 billion before the Supreme Court issued a temporary restraining order halting the transfer of the remaining ₱29.9 billion.

The coalition said its complaint is based on the SC’s recent ruling directing the government to return the ₱60 billion transferred to the treasury back to PhilHealth through the 2026 General Appropriations Act.

The high court had declared void the earlier transfer, Special Provision 1(d), Chapter XLIII of the 2024 GAA, and Finance Circular No. 003-2024, citing grave abuse of discretion amounting to lack or excess of jurisdiction.
