The Civil Service Commission (CSC) is set to receive a ₱4.05-billion budget for 2026, reflecting a 50% jump from its 2025 allocation of ₱2.66 billion, according to the National Expenditure Program (NEP).
However, the CSC had originally pushed for ₱5.8 billion, but the Department of Budget and Management (DBM) approved a lower figure.
Of the approved budget, ₱1.65 billion (28%) will cover personal services (PS) or salaries, ₱1.13 billion (19%) will go to maintenance and other operating expenses (MOOE), while ₱1.27 billion (22%) is set aside for capital outlay.
Funding will be divided across the CSC’s three major programs:
- Administrative Justice Program: ₱188 million
- Civil Service Human Resource Governance Program: ₱109 million
- Civil Service Professionalization and Workplace Cooperation Program: ₱706 million
The bulk of the funds — ₱3.03 billion or 75% — will go to the CSC Central Office, broken down into ₱746 million for PS, ₱1.02 billion for MOOE, and ₱1.27 billion for CO.
Other significant allocations include ₱126 million for Metro Manila, ₱82 million for Calabarzon, and ₱75 million for Davao.
The CSC is mandated to uphold a professional, competent, and ethical bureaucracy by enforcing policies, managing government personnel, and administering eligibility exams to keep the country’s civil service at high standards.
