The Civil Service Commission (CSC) has approved the granting of civil service eligibility to Sangguniang Kabataan (SK) officials who have completed their full term in office, opening doors for them to pursue careers in government service.
CSC Chairperson Marilyn Yap said the measure seeks to recognize the hard work of young leaders and provide them with opportunities to continue serving beyond their barangay.
“Ang pribilehiyong ito, na eksklusibong iginagawad sa mga halal at itinalagang opisyal ng SK, ay kumikilala sa mahalagang papel ng kabataan sa nation-building at nagpapatibay sa kanilang kontribusyon sa paglilingkod-bayan,” Yap said.
Under CSC Resolution No. 2500752 issued on July 24, the Sangguniang Kabataan Official Eligibility (SKOE) may be granted to SK officials who have served a complete three-year term.
This includes elected members of the SK and secretaries and treasurers appointed by the SK chairperson with the approval of the majority of the council.
However, SK chairpersons are excluded from the SKOE as they already qualify for Barangay Official Eligibility (BOE), which covers barangay captains, Sangguniang Barangay members, SK chairpersons, and appointed barangay secretaries and treasurers who finish their terms.
Yap emphasized that through SKOE, the government empowers young leaders to build careers in public service while continuing their commitment to the Filipino people.
The CSC clarified that only SK officials without relatives up to the second degree of consanguinity or affinity to incumbent elected officials in their locality may qualify for the eligibility.
Applications for SKOE may be submitted starting October 4 to the CSC regional or field office that has jurisdiction over the applicant’s barangay.
The commission also warned that the eligibility may be revoked if the applicant is later found to be unqualified or in violation of existing rules.
