DBM BARS CONTRACTORS IN FLOOD CONTROL ANOMALY FROM GOVERNMENT BIDDING

The Department of Budget and Management (DBM) has begun barring contractors linked to anomalous flood control projects from participating in government procurement, following President Ferdinand “Bongbong” Marcos Jr.’s directive to immediately blacklist erring firms.

DBM Secretary Amenah Pangandaman announced Monday that the Procurement Service-DBM (PS-DBM) has already revoked the Philippine Government Electronic Procurement System (PhilGEPS) membership of nine companies tied to businesswoman Sarah Discaya.

The PS-DBM is preparing to delist more firms—including SYMS Construction Trading and Wawao Builders—once the Department of Public Works and Highways (DPWH) issues official blacklisting orders.

The move complies with the New Government Procurement Act (Republic Act 12009), which requires implementing agencies to blacklist erring contractors. Once blacklisted, their PhilGEPS membership is cancelled, disqualifying them from all government bidding.

PhilGEPS serves as the central platform for all government procurement activities.

Public Works Secretary Vince Dizon earlier vowed to disqualify contractors responsible for substandard or non-existent flood control projects worth millions.

PS-DBM Executive Director Genmaries “Gen” Entredicho-Caong stressed that the agency remains firm in its commitment to transparency and accountability.

Pangandaman also met with Dizon to review the proposed 2026 DPWH budget, part of wider reforms aimed at restoring public trust in government spending.
