DISCAYA SURRENDERS AMID FLOOD CONTROL SCANDAL

Contractor Sarah Discaya surrendered to the National Bureau of Investigation on Tuesday, December 9, ahead of the anticipated release of an arrest warrant tied to graft and non-bailable malversation charges involving her and nine others in the flood control scandal.

Cornelio Samaniego, spokesperson for Curlee and Sarah Discaya, confirmed in a text message to media that Sarah appeared at the NBI in the morning.

President Ferdinand “Bongbong” Marcos Jr. earlier announced that the arrest warrant would be issued this week.

Roma Angeline Romando, Discaya’s co-accused and general manager of St. Timothy Construction Corporation, also turned herself in to Pasig police on Monday, December 8, according to Samaniego. Authorities have yet to confirm whether both individuals are now officially under police custody.

The development comes after the ombudsman filed criminal charges before the Digos Regional Trial Court against St. Timothy officials and eight Department of Public Works and Highways personnel over a fully paid ₱96.5-million non-existent project in Davao Occidental. Investigators said the project was awarded during former President Rodrigo Duterte’s administration in 2021 and paid for in 2023. This marks the second case filed by the ombudsman in the growing flood control scandal.
