Health Secretary Ted Herbosa on Thursday, February 26, clarified that the government is neither imposing nor recommending penalties against parents who choose not to vaccinate their children.
In a statement, the Department of Health (DOH) stressed that its priority remains focused on public education and informed decision-making rather than punitive action.
The clarification came after the agency issued an erratum regarding an unofficial recommendation mentioned during a recent House hearing.
“Kailangan i-inform at i-educate ang mga magulang tungkol sa benepisyo ng mga bakuna,” Herbosa said. “So inuulit natin, wala po tayong i-impose na penalty.”
Herbosa emphasized that penalizing parents does not align with DOH policy, reiterating the agency’s respect for parental authority and individual beliefs.
“Naniniwala kami sa human rights at paniniwala ng ating mga magulang kung gusto o ayaw nilang magpabakuna,” he added.
The DOH assured the public that while it continues to strengthen immunization programs nationwide, it remains committed to balancing public health objectives with the protection of individual rights.
