DOJ SAYS CIVIL FORFEITURE CASES AGAINST CABRAL TO PROCEED

The Department of Justice (DOJ) confirmed that civil forfeiture cases against the assets of the late former DPWH Undersecretary Catalina Cabral will continue, despite her passing.

Cabral was among the DPWH officials allegedly involved in anomalous flood control projects.

DOJ Prosecutor General Richard Fadullon said that while any criminal liability is nullified by Cabral’s death, civil liability can still be pursued.

“Ibig sabihin nito, posible pa rin aniya na mabawi ang mga ari-arian ni Cabral kung lalabas sa imbestigasyon ay nakuha ang mga ito sa ilegal na paraan,” the statement explained.

In connection with Cabral’s death, the DOJ recommended to the Philippine National Police (PNP) that her remains undergo an autopsy to determine whether foul play was involved.

The Independent Commission for Infrastructure (ICI) had also requested an investigation into her death to ascertain the true cause, after Cabral reportedly fell from a ravine along Kennon Road in Tuba, Benguet.
