The Department of Public Works and Highways (DPWH) is considering the possible suspension or dismantling of defective flood-control projects that have been found to worsen flooding instead of preventing it.
The move aligns with President Ferdinand “Bongbong” Marcos Jr.’s directive to ensure that all government projects genuinely benefit the Filipino people.
According to DPWH Secretary Vince Dizon, several flood-control structures such as dikes may have been poorly designed or constructed, resulting in restricted water flow, reduced carrying capacity of waterways, or accelerated water movement that damages surrounding communities and ecosystems.
“With enough data and with enough evidence, we might even need to dismantle those flood control projects because of their net harmful effects to the communities and the environment,” said Dizon.
He emphasized that the DPWH will adopt a science-based and nature-based approach in planning and implementing future flood-control projects.
The department will also utilize data and expertise from the Department of Environment and Natural Resources – Water Resources Management Office (DENR-WRMO) and other relevant government agencies and private organizations to ensure that upcoming infrastructure projects are effective, sustainable, and environmentally sound.
