The Independent Commission for Infrastructure (ICI) has invited Department of Trade and Industry (DTI) Secretary Cristina Aldeguer-Roque to serve as a resource person in its hearing last Wednesday, October 22, as part of the ongoing investigation into alleged anomalies in infrastructure and flood control projects nationwide.
According to ICI Executive Director Brian Keith Hosaka, Secretary Roque was asked to provide insights into the systems and procedures governing the accreditation of contractors under the Philippine Contractors Accreditation Board (PCAB).
“It’s for the systems and processes that it does in relation to the role of the PCAB — how they accredit, and at the same time, what its composition is,” Hosaka explained.
He added, “We also requested her to provide us the registration records of contractors who may be involved in the anomalous flood control projects.”
The hearing was scheduled to begin at 10:00 a.m. at the ICI Building in Taguig City.
Meanwhile, former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo will again miss the ICI hearing this week, citing medical reasons.
“He will not be coming because he informed us that he is still sick,” Hosaka said, adding that Bernardo was asked to submit a medical certificate to support his absence.
Bernardo last attended an ICI hearing on October 1, but has since requested multiple postponements — on October 8 to gather additional documents, and again on October 15 due to illness.
Hosaka said the next hearing for Bernardo has been tentatively set for November 11 or 12, marking the third time the former undersecretary has skipped the proceedings.
