
Vice President Sara Duterte and former Vice President–now Naga City Mayor–Leni Robredo remain the frontrunners if the 2028 presidential elections were held today, according to the latest survey by WR Numero Research Inc.
The poll, conducted from July 29 to August 6, 2025 — a week after President Ferdinand “Bongbong” Marcos Jr.’s fourth State of the Nation Address — showed Duterte leading with 31.4%, followed by Robredo, who despite stepping away from national politics, garnered a strong 13.3%.
The top 13 names with potential for the 2028 race are:
- Vice President Sara Duterte – 31.4%
- Former Vice President and incumbent Naga City Mayor Leni Robredo – 13.3%
- Senator Raffy Tulfo – 10.3%
- Senator Bong Go – 6.5%
- Senator Imee Marcos – 4.4%
- Senator Bam Aquino – 3.1%
- Former Senator Grace Poe – 2.1%
- Senator Robinhood Padilla – 2.0%
- Senator Risa Hontiveros – 1.4%
- Senate President Chiz Escudero – 1.3%
- Former Senator Manny Pacquiao – 1.0%
- House Speaker Martin Romualdez – 0.7%
- Senator Win Gatchalian – 0.1%
Some 18% of respondents remain undecided, while 4.3% named candidates not on the WR Numero list.
By regional breakdown, Duterte, Robredo, Go, and Tulfo are in a tight contest in the National Capital Region; Duterte, Robredo, and Tulfo lead in Balance Luzon; Duterte and Robredo dominate in the Visayas; while Mindanao — the Duterte family’s stronghold — shows a projected landslide for the Vice President.
The survey also noted a 7-point drop in Duterte’s support, possibly linked to allegations of corruption over the unexplained spending of millions in confidential funds by the Office of the Vice President, which has fueled impeachment complaints against her.
While the 2028 elections are still years away and political landscapes can shift dramatically, analysts say the race could see two women — both who held the position of vice president — battling to become the country’s 18th president.
