Senator Chiz Escudero and Makati City Mayor, former Senator Nancy Binay, have strongly denied allegations linking them to corruption in connection with the Department of Public Works and Highways (DPWH) flood control projects.
In his testimony before the Senate Blue Ribbon Committee on Thursday, September 25, 2025, former DPWH Undersecretary Roberto Bernardo accused Escudero, Binay, and former Senator Bong Revilla of allegedly receiving millions in kickbacks from the project funds.

In his official statement posted on Facebook, Escudero firmly rejected what he described as Bernardo’s “malicious accusations” and insinuations against him.
Escudero pointed out that even Bernardo himself admitted they never had any direct transaction concerning the allegations. He vowed to prove that the former DPWH official was lying.
The senator also criticized the apparent effort to pin the blame solely on senators, saying it was a diversion from those truly responsible for the anomaly.
He questioned: “Puro talaga senador ang tinuturo? Nasaan si Zaldy Co? Nasaan na si Rep. Martin Romualdez sa lahat ng ito? Nasaan ang mga kasabwat niya?”
Escudero said he would face and fight what he called “baseless and senseless accusations.” He stressed that in his 27 years of public service, he has never been charged with corruption.
He expressed confidence that when the truth comes out, his integrity and record in public service would remain untarnished.
FORMER SENATOR NANCY BINAY

Mayor Nancy Binay also took to Facebook to express her reaction to the serious allegations against her.
According to the former senator, she was both surprised and saddened by the attempt to implicate her in DPWH anomalies.
She stressed: “Walang katotohanan ang mga bintang sa akin.”
Binay added: “Tahimik po tayong nagtatrabaho bilang Mayor ng Makati. Nakakagulat na nagagamit tayo para ipanglihis sa mga tunay na kailangan panagutin sa issue na ito. Madaling magbigay ng mga mali at mapanirang salaysay. But my performance in public service has always been above board and beyond a shadow of doubt.”
