Vice President Sara Duterte is now facing a fourth impeachment complaint after lawyer Atty. Nathaniel Cabrera filed a verified complaint before the Office of the House Secretary General on Wednesday.
The complaint alleges culpable violation of the Constitution, betrayal of public trust, graft and corruption, bribery, and other high crimes.
It was filed just hours after Duterte announced her intention to run for president in the 2028 national elections.
La Union 1st District Representative Paolo Ortega V and Manila 6th District Representative Bienvenido Abante Jr. endorsed the complaint.
Among the grounds cited were Duterte’s previous statement that she allegedly contracted an assassin to kill President Ferdinand “Bongbong” Marcos Jr., First Lady Liza Araneta-Marcos and former House Speaker Martin Romualdez should she be killed.
The complaint also referenced the alleged misuse of confidential funds, supposed failure to fully and truthfully declare assets, liabilities, and net worth, and conduct allegedly inconsistent with the dignity of the Office of the Vice President.
Evidence cited includes:
- Sworn testimony of Ramil Madriaga
- Official liquidation and accomplishment reports from the Office of the Vice President and the Department of Education
- Commission on Audit notices of disallowance and audit observations
- Certifications from the Philippine Statistics Authority
- Congressional hearing transcripts
“We have investigated the Vice President… She should have answered. Now, she has the opportunity to answer,” Abante said.
In response, Duterte’s legal team confirmed they were informed of the filing and dismissed the repeated complaints.
“The successive filing of complaints does not, by mere repetition, transform allegations into truth,” the statement read.
“As with the previous complaints, we will address the allegations fully and at the proper time, in accordance with the Constitution and the applicable rules.”
