The Government Service Insurance System (GSIS) has released ₱6.2 billion in refunds to 431,000 qualified members and pensioners under its Balik Ginhawa program as of April 8, marking the start of payouts to beneficiaries.
The state pension fund said refunds are credited within three working days after applications are approved through the GSIS Touch app.
GSIS President and General Manager Wick Veloso said the initiative is designed to provide immediate financial relief.
“Nagsimula na po ang pag-credit ng refunds sa ating mga miyembro. Layunin ng programang ito na makapagbigay ng agarang ginhawa, at sinisiguro natin na sa loob ng tatlong working days matapos maaprubahan ang aplikasyon ay matatanggap na ang kanilang refund,” Veloso said.
The Balik Ginhawa program, also known as the Loan Moratorium Through Refund, is expected to distribute more than ₱19 billion in total benefits to around 1.37 million members and pensioners.
Under the scheme, GSIS continues regular loan deductions but refunds up to three months’ worth of amortizations in a lump sum, covering payments made from December 2025 to February 2026. The refunded amount applies only to months with actual payments and results in a corresponding extension of the loan term.
Eligibility is limited to borrowers with active loan accounts that are not in default, have no arrears, and have recorded payments during the covered period. Participation is voluntary and does not carry additional interest or penalties.
Applications are open exclusively through the GSIS Touch app until October 31.
