The House of Representatives has introduced a measure aimed at providing a 10% discount per liter of fuel purchased by farmers and fisherfolk.
House Bill (HB) 6997, also called the Farmers and Fisherfolk Fuel Discount Act of 2025, was filed by Deputy Majority Leader and Pangasinan 6th District Representative Marlyn Primicias-Agabas.
Agabas emphasized the importance of easing the burden of rising fuel costs on food producers.
“The proposed fuel discount is a modest but necessary form of assistance for those who work at the frontlines of food production. By reducing operating costs, this measure helps farmers and fisherfolk remain productive, protects their livelihoods from volatile fuel prices, and ultimately benefits consumers through more stable food prices,” the explanatory note stated.
The bill recognizes that nearly all farmers rely on fuel for irrigation, plowing, and harvesting, while fisherfolk depend on it for their daily catch. With diesel and other petroleum products being essential to their work, price hikes directly affect their income and productivity.
Under HB 6997, farmers earning no more than ₱250,000 annually will qualify for the discount.
Eligible individuals must register with their local government units to receive identification cards, which they can present at fuel stations when purchasing fuel for agricultural or fishing use.
Agabas added,
“This bill is a concrete step toward honoring the contribution of farmers and fisherfolk and providing them with support that directly addresses their everyday needs.”
The proposed measure reflects a targeted effort to support those at the heart of the country’s food production and mitigate the impact of rising fuel prices on both producers and consumers.
