The House of Representatives is consolidating more than 10 pending proposals into a single measure aimed at combating fake news and digital disinformation, according to Camarines Sur 5th District Rep. Migz Villafuerte.
Villafuerte said a technical working group (TWG) was formed during a joint hearing of the House Committees on Information and Communications Technology and Public Information to draft a substitute bill. The measure seeks to curb the spread of false information while safeguarding freedom of expression.
“Alongside imposing punitive action against peddlers of disinformation or misinformation, this proposed ‘Fake News and Digital Disinformation Act,’ is also about fostering an environment where truth prevails, and trust in our sources of legitimate information is enhanced or restored,” Villafuerte said.
He stressed that society now stands at a critical juncture where the rapid spread of misinformation poses a threat to democratic institutions, public health, and social cohesion.
Bulacan 5th District Rep. Agatha Cruz was designated to head the TWG, which will refine the bill by consulting stakeholders from government and the private sector.
Key Features of the Proposed Bill:
- Clear definitions of fake news and disinformation
- Prohibited acts, including malicious and deliberate dissemination of false information
- Penalties for violators
- Requirement for social media platforms operating in the Philippines to designate liaison officers to the Department of Information and Communications Technology
Villafuerte emphasized that fake news is not simply a matter of opinion, especially when used to sow fear and confusion.
“Mas paiigtingin ang mga talakayan sa mga susunod na TWG meetings, kung saan kukunin ang pananaw ng mga stakeholder mula sa gobyerno at pribadong sektor upang makabuo ng isang batas na patas ngunit epektibo,” he added.
The measure forms part of the priority legislative agenda of the Legislative-Executive Development Advisory Council (LEDAC), signaling Malacañang’s backing of efforts to curb online disinformation while upholding constitutional protections on free speech.
