HOUSE PANEL TO REQUEST CABRAL FILES ON FLOOD CONTROL SCANDAL

The House Committee on Infrastructure will request copies of the files of the late Public Works Undersecretary Catalina Cabral, Bicol Saro Partylist Representative Terry Ridon said Saturday.

“Ngayon sasabihin ko na we will request it [Cabral files] from the DPWH… we will ask for copies of it next week,” Ridon said at the Saturday News Forum in Quezon City.

He explained that the Department of Public Works and Highways (DPWH) likely still retains copies of Cabral’s files after they were turned over to the Office of the Ombudsman on December 23, 2025, amid the ongoing probe into alleged anomalies in flood control projects.

“If they were able to give to the Ombudsman, I don’t think there is any reason to not give to the House Infrastructure Committee and to the House Public Accounts Committee,” Ridon added.

The House Committee on Infrastructure is composed of the public works, good government, and public accounts panels.

Ridon said the request is not meant to challenge files publicly released by Batangas 1st District Representative Leandro Leviste.

“We just want to get it as part of our files… since the hearing of the House Infrastructure Committee is currently suspended… at least the committee is still doing coordination with various offices,” he said.

Ridon emphasized the importance of obtaining the files should the tri-committee revive proceedings into the flood control corruption controversy once the Independent Commission on Infrastructure (ICI) is dissolved.

He noted, however, that “as long as ICI subsists, the House will recuse.”
