The House Committee on Justice has declared the two remaining impeachment complaints against Vice President Sara Duterte sufficient in form, allowing proceedings to advance to the next stage.
During the panel’s meeting, no member raised objections to the separate motions affirming the sufficiency in form of the third and fourth complaints.
Earlier, the committee set aside the first complaint filed by the Makabayan coalition following a vote among members, while the second complaint—initiated by civil society groups and endorsed by Reps. Leila de Lima and Perci Cendaña—was withdrawn.
Committee chairperson Batangas 2nd District Rep. Gerville Luistro said the panel will now evaluate whether the two remaining complaints meet the requirement of sufficiency in substance.
“The panel will begin determining whether the two remaining complaints are sufficient in substance, the second step, on Tuesday, March 3,” Luistro said.
Remaining Complaints
- Third complaint: Filed by a group of priests, nuns, and lawyers; endorsed by Rep. Leila de Lima.
- Fourth complaint: Filed by Atty. Nathaniel Cabrera; endorsed by Manila 6th District Rep. Benny Abante and La Union 1st District Rep. Paolo Ortega.
The determination of sufficiency in substance marks a critical phase in the impeachment process, as lawmakers assess whether the allegations warrant further proceedings.
