HOUSE PROPOSES ₱1 BILLION FOR PROJECT NOAH IN 2026 BUDGET

The House of Representatives proposed an additional ₱1 billion for Project NOAH (Nationwide Operational Assessment of Hazards) during the bicameral deliberation of the ₱6.793 trillion 2026 General Appropriations Bill (GAB).

House Contingent head Mika Suansing said, “We proposed to add an additional ₱1 billion for Project NOAH.”

Launched in 2012 under the Department of Science and Technology (DOST), Project NOAH maps areas at high risk of floods, landslides, and storm surges. Although defunded in 2017, it has continued under the University of the Philippines Resilience Institute (UPRI) with limited funding.

Suansing noted, “Ang hinihingi natin sa Project NOAH kapag binigay na natin ang pondo na ‘to is for them to work more closely with the DPWH in terms of refining the way flood control projects are designed and monitored. Ang pangako ng Project NOAH sa atin ay kapag nabigyan sila ng sapat na pondo, they can actually help the DPWH design the flood control projects.”

She added, “We will be able to simulate a particular area and pinpoint exactly, up to the coordinated level, where a flood control structure should be placed.”

In September, House Speaker Faustino “Bojie” Dy III affirmed that the House would ensure DPWH funds are used only for meritorious flood control projects recommended by Project NOAH.
