House Speaker Faustino “Bojie” Dy III announced that the House of Representatives is set to fully transition to a paperless system and adopt blockchain technology by 2026, a move aimed at institutionalizing transparency and accountability in the legislative process.
In a video message posted on social media after Monday’s adjournment of the House session, Dy said the initiative would make the Philippine House the first legislative body in Asia to deploy blockchain technology to strengthen public trust in government.
“As your Speaker, I have always said that trust in government is built not by words alone, but by actions,” Dy said.
“Kaya’t nais ko ring ibahagi ang isang mahalagang hakbang na ating tatahakin para sa reforms at modernization ng Kongreso,” he added.
Dy explained that the shift to a paperless system, combined with blockchain integration, would help ensure the integrity, security, and transparency of House processes, including the preparation of the proposed national budget.
He said the modernization effort is part of broader reforms to improve efficiency and accountability in lawmaking.
The Speaker also noted that the House will coordinate closely with the Department of Information and Communications Technology (DICT) to implement the transition.
