HOUSE TWG REFINES BILL TO STOP UNSOLICITED DIGITAL COMMUNICATIONS

The Technical Working Group (TWG) formed by the House Committee on Information and Communications Technology is refining a proposed measure designed to protect mobile phone and email users from unsolicited digital communications.

Camarines Sur 5th District Representative Migz Villafuerte said the proposed “No Call, No Text, No E-Mail Registration Act” is part of the chamber’s broader efforts to strengthen consumer protection in cyberspace.

The TWG has been tasked to merge four related bills filed by Roman Romulo, Toby Tiangco, Lordan Suan and Keith Micah Tan, and produce a substitute measure addressing intrusive and disruptive online communications.

Villafuerte also noted that his panel previously approved a consolidated bill requiring Internet Service Providers to implement a roll-over data allocation scheme. This would allow subscribers to carry over unused data to the next billing cycle.

“This means goodbye to the currently unfair, anti-consumer practice of telcos to have their subscribers, whether with prepaid or postpaid data packages, forfeit their unused data when their particular subscriptions end after a day, three days, a week, 15 days, or one month,” Villafuerte said.

The proposed Roll-Over Internet Act cleared second reading in the House last week. A similar measure passed the House in the 18th Congress but failed to secure Senate approval.
