The Appeals Chamber of the International Criminal Court (ICC) has designated Judge Luz del Carmen Ibáñez Carranza as the Presiding Judge in the ongoing appeal involving former Philippine President Rodrigo Duterte.
The appointment, dated October 29, 2025, establishes the judicial leadership for Duterte’s appeal against a previous decision issued by Pre-Trial Chamber I.
This development follows the earlier ruling titled “Decision on the Defence Challenge to the Jurisdiction of the Court,” released on October 23, 2025.
According to the official document signed by Judge Erdenebalsuren Damdin, President of the ICC Appeals Division, the court “Renders the following D E C I S I O N” and declares:
“The Presiding Judge in the above-mentioned appeal is Judge Luz del Carmen Ibáñez Carranza.”
The designation was made under Regulation 13(1) of the ICC’s Regulations of the Court.
Judge Ibáñez Carranza, who has been serving on the ICC bench since March 11, 2018, is recognized for her extensive background in prosecuting serious crimes and advocating for human rights. Her current tenure spans nine years.
Before joining the ICC, she held the position of Senior National Prosecutor within Peru’s specialized prosecutorial system, where she handled complex cases involving terrorism, grave human rights violations, and crimes against humanity.
Beyond her courtroom duties, she also served as Coordinator for 17 prosecutorial agencies, overseeing efforts within the same specialized system.
Throughout her career, Judge Ibáñez Carranza has emphasized the pursuit of justice for victims. As noted in her record, she “implemented a number of measures towards victims’ reparations,” reflecting her commitment to accountability and restorative justice.
