ICI SEEKS ILBO AGAINST 17 DPWH AND SUNWEST OFFICIALS OVER ₱289-M FLOOD CONTROL CASE

The Independent Commission for Infrastructure (ICI) has requested the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against 17 officials from the Department of Public Works and Highways (DPWH) and Sunwest Construction and Development Corporation.

The request, made on Wednesday, November 19, is connected to the criminal charges filed by the Office of the Ombudsman before the Sandiganbayan on Tuesday, November 18, involving the allegedly anomalous ₱289-million flood control project in Naujan, Oriental Mindoro.

In the document signed by ICI Chairperson and former Supreme Court Associate Justice Andres Reyes Jr., the commission emphasized the need to ensure the presence of all involved parties throughout the ongoing proceedings.

“Given the seriousness of the charges and the ongoing proceedings, their participation remains essential, and there is a reasonable possibility that they may attempt to leave the country while the cases are pending.”

The ILBO request covers the following DPWH and Sunwest officials:

1. Gerald Pacanan, CESO III – Regional Director, DPWH MIMAROPA Region IV-B

2. Gene Ryan Altea – Assistant Regional Director

3. Ruben Santos Jr. – Assistant Regional Director

4. Dominic Serrano – Chief, Construction Division; BAC Chairperson

5. Felisardo Casuno – Project Engineer III

6. Timojen Sacar – Materials Engineer

7. Montrexis Tamayo – OIC-Chief, Planning and Design Division

8. Juliet Calvo – Chief, Maintenance Division

9. Dennis Abagon – OIC-Chief, Quality Assurance and Hydrology Division; Regular Member, BAC

10. Lerma Cayco – Accountant IV

11. Grace Lopez – Regular Member, BAC

12. Friederich Karl Camero – Vice Chairperson, BAC

13. Aderma Angelie Alcazar – President and Chairperson, Sunwest Board of Directors

14. Cesar Buenaventura – Treasurer and Member, Sunwest Board of Directors

15. Consuelo Aldon – Member, Sunwest Board of Directors

16. Engineer Noel Cao – Member, Sunwest Board of Directors

17. Anthony Ngo – Member, Sunwest Board of Directors

The case remains under active investigation as authorities move to prevent any attempts to evade legal proceedings.
