ICI SUBMITS REPORT ON ALLEGED ANOMALOUS FLOOD PROJECTS

The Independent Commission for Infrastructure (ICI) has formally submitted its report covering 125 days of work from September 15, 2025 to January 18, 2026, detailing its findings on alleged anomalous flood control projects.

In a press release issued Friday, February 6, the ICI said it filed nine referrals with the Office of the Ombudsman involving 65 individuals and coordinated with the Department of Justice for the issuance of Immigration Lookout Bulletin Orders (ILBOs) against dozens more.

“Within just over three months, and operating with constrained manpower and resources, the Commission delivered substantial and measurable results,” the ICI said.

The commission reported conducting 32 hearings lasting nearly 44 hours, involving 36 witnesses and 25 high-profile personalities—including 7 senators, 13 House members, and 5 agency heads. It also carried out 16 site inspections across multiple regions.

The ICI processed 1,173 documents and issued 160 investigative communications, while contributing to the freezing of 6,692 bank accounts and the preservation or seizure of assets worth an estimated ₱24.7 billion.

These included 229 motor vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts, and 10 air assets, based on Anti-Money Laundering Council reports.

The commission also highlighted its inter-agency coordination, participation in six legislative sessions aimed at institutionalizing a permanent infrastructure watchdog, and the issuance of 146 formal letters and resolutions.

It engaged in 67 media briefings and interviews, totaling 18 hours, and published Livestreaming Guidelines to promote transparency.

The ICI said it is now awaiting further instructions from the Office of the President, which has yet to issue an official statement.
