The Independent Commission for Infrastructure (ICI) has uncovered a ₱96.5-million “ghost project” in Jose Abad Santos, Davao Occidental, allegedly awarded to St. Timothy Construction Corp., owned by controversial contractors Pacifico “Curlee” and Cezarah Rowena “Sarah” Discaya.


The project’s contractor is St. Gerrard Construction Company, owned by the couple Sarah and Curlee Discaya.
The project, listed as the Construction of Concrete Revetment, was reportedly declared “fully paid and completed” in 2022. Residents and barangay officials, however, say construction only started two to three weeks ago.
ICI special adviser and Baguio City Mayor Benjamin Magalong, who joined Public Works Secretary Vince Dizon in inspecting the site Thursday, immediately ordered the suspension of works and labeled the area a “crime scene.”
The commission noted that the discovery adds to the growing list of flood control and infrastructure projects under the Discaya group that are being investigated for irregularities across the country.
