Batangas 1st District Representative Leandro Leviste on Wednesday disclosed a list of contractors that, he said, secured the largest government projects funded through unprogrammed appropriations in 2023 and 2024.
Citing Department of Public Works and Highways (DPWH) records from a supposed insider, Leviste said Sunwest, Inc. topped the list with ₱11 billion worth of contracts, followed by MG Samidan Construction with ₱6.8 billion.
The rest of the top 20 contractors included:

- Aqualine Construction (₱3.55 billion)
- Le Bron Construction (₱3.41 billion)
- D.T. Recio, Inc. (₱3.25 billion)
- Topnotch Catalyst Builders Inc. (₱3 billion)
- Eight J’s Construction Services (₱2.96 billion)
- Silverwolves Construction Corporation (₱2.93 billion)
- Legacy Construction Corporation (₱2.88 billion)
- Hi-Tone Construction & Development Corporation (₱2.73 billion)
- Waycon Builders & Construction Supply Corporation (₱2.48 billion)
- QM Builders (₱2.37 billion)
- Anore Construction (₱2.25 billion)
- Alrie Construction Services (₱1.96 billion)
- Vicente T. Lao Construction (₱1.928 billion)
- C.T. Leoncio Construction and Trading (₱1.89 billion)
- Newington Builders, Inc. (₱1.75 billion)
- JJPR Construction (₱1.72 billion)
- STX Enterprises (₱1.66 billion)
Leviste’s office clarified that the figures were based on Special Allotment Release Orders (SAROs), which are publicly accessible, and that the contractors are listed in the DPWH transparency portal.
The disclosure adds to ongoing scrutiny of how unprogrammed appropriations were allocated and which firms benefited most from the multi-billion peso projects.
