Batangas 1st District Representative Leandro Leviste has raised concerns over the fate of the Independent Commission for Infrastructure (ICI) final report, which has already been submitted to President Ferdinand Marcos Jr. but has yet to be made public.
Leviste visited the ICI office on March 31, the commission’s last day of operations, and later shared his reflections in a social media post.
He confirmed that the commission had completed its investigation into alleged corruption in infrastructure projects, particularly the flood control scandal, but chose not to release the report themselves.
“Natapos na ang ICI at hindi nila nilabas ang Final Report. Naibigay na nila ito kay President Bongbong Marcos, at nasa kanya kung isasapubliko ito. Bakit hindi pa inilalabas ang ICI Final Report?” Leviste asked.
The congressman explained that ICI members feared retaliation if they identified those responsible for irregularities within the Department of Public Works and Highways (DPWH).
He noted the commission’s lack of contempt powers, immunity, and sufficient funding, which limited its ability to pursue accountability.
“Hindi nailabas ng ICI ang Final Report dahil sa pangambang maaari silang balikan kung matutukoy kung sino ang may pananagutan sa korapsyon sa DPWH. Hindi sila binigyan ng contempt powers o immunity. Hindi sila binigyan ng budget habang isinasagawa ang mga imbestigasyon,” Leviste said.
He added that Congress failed to pass a measure establishing an Independent People’s Commission that could have continued ICI’s work, leaving its employees without jobs after the commission’s closure.
Despite these setbacks, Leviste insisted that the final report and transcripts of all hearings should be made public to shed light on allegations of overpricing, ghost projects, and kickbacks in flood control initiatives.
ICI employees also voiced concern over the commission’s quiet shutdown, warning that the lack of transparency could stall efforts to hold accountable those involved in corruption that directly affects public safety.
As of now, Malacañang has not issued any statement regarding the report’s release.
