Ramil Madriaga, who claims to have acted as Vice President Sara Duterte’s “bagman,” has expressed willingness to testify before any investigating body—including the Senate impeachment court—if formally summoned.
His lawyer, Atty. Raymund Palad, clarified that Madriaga did not anticipate his sworn affidavit being used in the impeachment complaint.
“The fact na nag-execute ng affidavit, pwede siyang ipatawag sa Kongreso, sa Senado or sa Ombudsman. ‘Yong willingness niya yes, basta maka-receive ng subpoena or patawag, maga-apear po siya,” Palad said.
Madriaga’s five-page affidavit, filed with the Ombudsman in December 2025, details alleged handling of confidential funds and claims that Philippine Offshore Gaming Operators (POGOs) financed Duterte’s 2022 campaign.
Currently detained over a 2023 kidnapping case, Madriaga was visited by former Senator Antonio Trillanes IV and interviewed by Mamamayang Liberal Party-list Rep. Leila de Lima.
Both later endorsed complaints against Duterte—Trillanes filing plunder and graft cases, while De Lima backed a second impeachment complaint alongside Akbayan Party-list Rep. Perci Cendaña, citing Madriaga’s affidavit as supporting evidence.
