President Ferdinand “Bongbong” Marcos Jr. has signed Administrative Order No. 39, granting a one-time gratuity pay of ₱7,000 to contract of service (COS) and job order (JO) workers in government.
The incentive covers employees who have rendered at least four months of service as of December 15, 2025, with contracts still in effect on that date.
“Granting a year-end Gratuity Pay to COS and JO workers is a well-deserved recognition of their hard work and valuable participation in the implementation of various programs, activities, and projects (PAPs) of the government, and their pivotal role in the delivery of government services amidst the present socio-economic challenges,” the AO stated.
COS and JO workers, unlike regular employees, do not receive benefits such as mid-year or year-end bonuses, performance-based pay, or personnel economic relief allowance.
Those with less than four months of service are eligible for pro-rated gratuity: up to ₱6,000 for three to less than four months, ₱5,000 for two to less than three months, and ₱4,000 for less than two months of service.
The order applies to COS and JO personnel in national government agencies, state universities and colleges, government-owned or -controlled corporations, and local water districts. The gratuity pay is scheduled for release not earlier than December 15, 2025.
